Officially sanctioned under Presidential Decree No. 388, this transformative initiative is a cornerstone of the Republic’s vision to leverage local resources, attract international investment, and generate sustainable employment opportunities.
The project’s primary objective is the production of high-quality granulated Urea, derived from Ammonia and carbon dioxide, to serve both domestic markets and global export demands.
By harnessing the region’s abundant natural resources, the facility is set to become a critical player in the global fertilizer supply chain, supporting food security and agricultural development across multiple regions.

Strategic foundations for growth
To ensure the project’s success, CC7 Europe, in close collaboration with UKS, developed a comprehensive, fully bankable feasibility study that meets the stringent requirements of international financial institutions, including Chinese banks and local Export Credit Agencies (ECAs). This in-depth study encompasses technical evaluations, infrastructure and utility assessments, raw material sourcing analysis, environmental impact assessments, and civil construction planning.
Key deliverables include detailed market and industry analysis, covering both domestic and international trends, technology identification and selection, preparation of license and licensor service agreements, and extensive financial modeling. The financial framework includes robust CAPEX and OPEX estimates, capital structure modeling, and projections of key investment metrics such as Internal Rate of Return (IRR), Return on Equity (ROE), and Net Present Value (NPV).
